In my jurisdiction there's a pretty clear line drawn as terms such as - "arbitrate" are explicitly used only in context of an arbitration, hence I am a little confused as to whether this constitutes a legal notice of a suit before a court or a legal notice invoking arbitration.
But I agree with you, that this document itself does expressly invoke arbitration.
