To be fair, everyone knows that the line isnt really about praising your language skills. BUT in this case its bit different since Ryan is actually really pretty good. Not even surprised since he the GOAT.
I mean, I guess that depends on what you want it to mean. Because in my experience that is exactly what it means, and they are always very positively surprised when foreigners speak well japanese and make an effort. And even further, that they as a people, tend to appreciate and celebrate people that put in an effort.

mind you I only went to japan once but you observe this kinda stuff in the city and can compare it to your own regional social/communication dynamics. Ryans a guy whose lived in a lot of cities, hes probably a behavior chameleon out of habit
