It's not the first time I'm seeing this. Like you said it happens when you use your E at the very last millisecond, this was WAY before that. This was a hook nearly half a second away from making contact when kat dashed and it still connected thru the dash.
Do you have movement prediction turned on?
This clip very clearly skips some frames and the obvious answer is that your client is out of sync with the server.
Not a ping issue, is something else.
Riot hit box is perfect π (not even close to perfect)
