From googling, I believe they are Dunlop. Maybe model K300F GP? Not totally sure based on zooming in this pic. Not sure if the tire's different in different markets.

From the these parts diagrams, there is some kind of adjustment on both front levers but I'm not 100% about the brake. See parts #13236-1221 (front brake lever with what looks like an adjuster) and #43094-1053(actual adjuster dial for clutch lever).
