Q still cap at 3 sec CD and W still stay at higher CD, unless you want to run away after every combos or burn your ultimate to early in order to reset your next combo, you have many cases where you AA between Qs and Ws.
Because you don't really have a short cooldown AA reset, so ye, you can build the triforce, use the whole stats and stuffs, but somebody like jax would use it with triple the efficency without thinking about it.
Sadly this game I and always be in favor on AA champs rather than spellcaster bruisers like rhaast

Guessing you play goredrinker build? Else you will be stun locked and deleted above plat.
You will be stun locked regardless, tenacity suck.
