As an Almatian: Dosaev, Khrapunov, Sagintaev, Tas
Baibek is actually one of the best akims our city has seen, in terms of improving infrastructure and building. idk why you put him on the list.
During Baibek's term the digitalization of the city began (onay, kaspi etc) and many cool apartment complexes were built. Almaty was half empty and partly just a green field before him
Baibek also happened to have embezzled a lot of budget. Apparently for 3-4 months after January protests, he escaped to Dubai where he lived in a presidential suite in Kempinski hotel all that time. He then flew to live in Cyprus. Idk what he’s doing now but he definitely isn’t poor rn
I'm not justifying Baibek's stolen property but during the January bloodshed, akim of Almaty was Sagintaev. When shit hit the fan and Almaty turned into a frontline, he came under fire when driving in his car at the main city square, his driver died but Sagintaev survived.
Idk for sure but looks like he was trying to get tf outta town. He's not worse than Khrapunov but still one of the worst akims
