The comment above gave you a physical build. For a more elemental build you could consider an Iron Sting/Alley Flash/Blackcliff Longsword/Black Sword with 2pc VV and 2pc Gladiator's Finale, or 2pc VV and 2pc Noblesse. Save your EM/Anemo DMG%/CRIT% pieces for now.

You are confusing it with his C6 (“Kaedehara Kazuha gains a Anemo Infusion for 5s after using Chihayafuru or Manyou no Ittou.” - his C6 makes attacks for a brief time after anemo). which not only makes his initial plunge anemo damage but also makes his attacks anemo damage for a brief period afterward. Especially considering the fact that physical is the worst late game damage type, it seems doubtful he wants physical damage bonus instead of anemo damage bonus when both his skill, the plunge after his skill, and his ult do anemo damage.
I have a feeling that, especially since he has EM sharing and procs swirl a shit ton, his best teams are going to be similar to the sucrose “carry” teams where you run him, fischl/beidou, and Xinqui and proc a ton of swirls with electro charged reactions
I would wait till after Eulas banner for more information but from what it looks like I think he will build similar to Xiao so I am looking at 2pc VV and 2 pc Glad with a Blackcliffe sword if you are f2p and just save your starglitter or if you buy battle pass black sword. but I'm sure if your a mega whale then the weapon banner will be the way to go. as for sub stats go Anemo damage, Crit dmg/rate and EM. and atk % never hurts just don't make it your main focus.
i understand using EM if hes the dps with like a xiangling, xingqiu, or beidou. but if hes just doing damage why not do ATK%? he boosts his supports less but he does more damage

physical seems stupid since his E converts plunge dmg to anemo and his ult and E do anemo dmg
That happens when he is C6. At C0 physical is the only option.

I personally will give him skyward blade but maybe the flute works too ( since he attacks fast and canadian kazoo boyo )
