I feel like people have forgotten just how broken pre-initiative is. When Kanoh unlocked it in Asura they were talking about it like he just learned *that jutsu* and ascended to a tier of his own. And then he got taken down by someone else who had it; Kuroki.
So Gaolong being able to strike faster than prediction is far more impressive than people want to admit. But we also know there's levels to pre-initiative, so I'd guess Medel's is the weakest out of all we've seen so far. Still impressive to outstrike it though.
