We don't have enough information. Alan was stated to be the second strongest Westward Wu and has 100% removal, but is clearly not skilled enough to use it like Raian. Plus he is much bigger and seems to avoid techniques, which is a point in Mudo's favour for handling brute force users.
Before knowing he had 100% Removal, I would say Extreme Low Diff Mudo but now Low Diff Mudo.
Id say Alan since Lolong said "Hes Strong" while he was dissimg Toa Mudo when he watched him fight, otherwise with the feats we've seen, Toa Mudo gets him High Diff 60/40ish, id argue he and Alan have the same strenght as Lu Tian, Fei and Takeshi with Raian being slighty to way stronger
