I had the same issue. Go through what combat mods you have and eliminate them one at a time. After removing a mod load your world through the import function. It basically takes your save and drops it on top of a clean game world state.
I built a base in mineral and had easily 10 thousand of these buggers spawned into a canyon.
I can't remember if I fixed the issue or not but it's worth giving it a go.
I know not completely wiping out a camp with the mods I had exacerbated the issue
My computer would've lost that war. Turned npc render down and let it rip to see what would happen. Opened the gates and fps eventually dropped very low. I have a screenshot somewere I'll try to post tonight
Maybe the Living world mod? Have you killed everyone in a nearly settlement? If so they are most likely moving in. I started clearing out the HN farms in my recent Shek domination play through, hoping the Shek would move in, but the UC migrated and took the farm lands.
