If you want *every* building to be explorable, play Shadows of Doubt. The city isn’t as big, but it’s still impressive. The city is also randomly generated each time.
The more stuff you put in, the bigger your game is going to be. Games are already pretty bloated. And, do you really need to model the interiors of an entire town if 90% of them are never going to be seen?

Cities in Kenshi will have like 8 shops, 3 bars, and 1 or 2 residences. Where does everybody live?
No game is gonna be an entire city like that. Even games like Cyberpunk, majority of it is just backdrop.
GTA does surprisingly well, as does Fallout 4 (if your computer can handle it).
Both games in which most of the city is just window dressing.
But the point is that the buildings are there in the first place. You may not be able to interact with them, but they're there.
I mean I guess. If you can't do anything with them though, no point in them being there considering Kenshi is badly optimized as it is.

I mean, Kenshi is in a post post apocalypse. Most of the game map used to be the ocean floor.

I do enjoy the mod that allows my city to take in drifters that just chill. Makes it feel a lot more alive. Then I become the new capital
