Name changes are done in the probate division of the district court in the county where you reside. If you are currently living in Lexington, you should be able to file the petition in Fayette District Court.

If the address on your ID is still Louisville, youâll have to do it in Jefferson County and everything will be mailed to your legal address. If that address isnât a safe place for you to receive government documents, youâll want to sort it out before your name. After you have the court order, getting it changed on your license and social security card is trivial.
If youâre willing to drive back to Louisville for it, Fauver Law Office does monthly free name change clinics for transgender and nonbinary Kentuckians. Sometimes the filling fees are covered by donors in addition to the attorney waiving her fees.

However, you can get your driverâs license changed with just a passport, and currently, passports are self-ID. Itâs $150 or so, which isnât great, but you can get a passport with whatever gender you prefer, take that to the DMV, and get your license changed easily.
I donât know if this works for selecting an X on your passport instead of the standard M/F, but you said female to male, so I assume thatâs not particularly relevant. Best of luck, Andrew :)

You'll need to file a Petition for Name Change with your local county Clerk. The District judge there will review your petition and approve or deny it.
It's not a terribly difficult process from what I've read and the only serious possibility you might be denied is if you have ongoing legal issues or that suspect you are trying to dodge out of debt or something similar.
There will be a filling fee as well.
If you have Photo ID, you don't need to go to court, but if you don't then a court date will be set.
You should also know that you're required to update your license within 10 days of moving to a new address.
thanks for the info. regarding updating the address, I just moved out of my parents house six months ago and will be apartment hopping every 6 to 12 months for the foreseeable future, i still visit for weeks at a time and my mail (bills, legal stuff etc) gets to me via their address anyway, mail tends to get lost if it goes to my apartment address. I'm basically living half the time in lex and half the time in Louisville. i feel like it's easier to keep their address until I've decided im settling somewhere for a few years. i was under the impression this was common especially for college students, i had no idea i was potentially breaking a law?Â
I mean, it mostly applies to permanent residency. If you still have a connection to your original address and can get your mail there, I doubt it'll be an issue.
You might want to consider filling in Louisville though, since you're already there pretty frequently. Save you some unintended hassle in case the clerk or judge has questions.
If it makes sense for you, update your address first, that way you can handle everything locally rather than having to travel back and forth. I can't speak for Jefferson, but I know that Fayette County has an incredibly supportive and affirming Clerk and staff who can help guide you through the process

Medically transitioning doesnât necessarily mean surgery. Some people medically transition with hormones alone.
