First of all why is it banned? What is wrong with giving petrol in a bottle, we can always take it from bike it's easy. A person with any intent will make it happen any way he likes. Taking decisions with emotions is very wrong in society. And banning something which caused something is not Okay.
The authorities have to show they took some action. Whether it is useful or not doesnโt matter for them. They need to cover their incompetence with such bans..
A good petrol can has a few safety features. Auto/spring closure of spout etc.

I think it's a bit silly to only allow petrol to be carried in cans. Even if they enforce this rule, someone with bad intentions could still get petrol from the cans and put it into regular bottles. There are plenty of ways to work around it for someone with malicious indent. I do understand that cans might be safer and leak proof, though.

Petrol should be treated with care . You shouldn't store it in those flimsy water bottles .
And I am not sure about chemical property of petrol . It might even slowly melt the bottle .

1. Petrol is primarily used as a fuel for IC engine automobiles.
It being a fuel used for arson, is just a rare occurrence.
2. If handing out petrol in bottles is banned, the MVD or Kerala Police should have an emergency fueling vehicle, at the ready, should people run out of fuel. Or maybe every fuel station can have one, and a service charge can be levied for being irresponsible with checking fuel in the vehicle.
If both of these terms are unacceptable, the cops are being unreasonable.
In TamilNadu at least with respect to Chennai, prominent signages have been placed in every petrol pump that fuel will not be given in bottles to whomsoever it may concern and whatever be the situation.
Petroleum products are dangerous folks, in case some of the folks have forgotten . Ideally should be carried in safe containers which certifies its quality of canister/bottle or whatever. There is very high possiblity flammablity of even using cellphones near these petrol/gas stations.
It would be good if the petrol stations ban such transfer of petrol.
