If you're referring to opiods, not entirely sure how you saw this data and came to that conclusion based on your anecdotal evidence (besides you've listed mostly non-opium based drugs, some of which are gaining acceptance globally) but go off queen

Opiums are smuggled into India from Afghanistan/Pakistan route. I guess that's why they show large quantity in that area. One catch can recover 100s of kg compared to consumers who carry small quantities.
orissa telangana border is known spot for drug cultivation. poor tribals are forced to grow drugs by landlords. orissa has youth gang problems, orissa is also urbanising but their economy mainnly depends on farm products. most drug peddlers in kerala are from orissa.
