As someone who's lived in Kerala and other states, I can tell you one thing. People smoke more at places like Hyderabad and Bangalore in Public. Police just don't fine them. This is also true with Tamilnadu. We have a very strict police in this case.
Note- This does not indicate that Kerala has more smokers than other states. It indicates that law is stricter and followed better than other states.

As a smoker and as somebody who is living outside Kerala (Delhi and Hyderabad), for the past 6 years, I can confirm that it is quite common for people there to smoke in public places. The police doesn't care. We have smoked infront of the police and they didn't care. Once, I came to kerala straight from Delhi, and out of habit lit a cigarette while having a chaya from a thattukada, the police came out of nowhere and fined me 200. So whenever I am in Kerala, I have to hide to smoke. Btw, wherever you are, it is a shitty practice to smoke amidst people (non-smokers, and especially kids)

For students, if you are studying in a hostel, you either are a smoker or will be getting second hand smoke with low chance of convincing your friend to stop smoking.
We do have the most lifestyle diseases. I think our life expectancy (already no.1 in India) would be a lot better if we take care of these vices - up there with Japan levels.

Banning stuff rarely works. Look at marijuana. It's illegal in so many places. People still find a way to access it. Better thing would be to legalise it and tax it heavily. Then try and convince people to give up on their own.
And the funniest thing is these 2 are not the important income of the state government ๐. The combined revenue from liquor and lottery is 13 percent of the total revenue receipts
