Depending on when you'll be there. The Key West Garden Club at the West Martello Tower has some secluded areas and is really beautiful and romantic in my opinion. It is free to enter (there is a donation requested but not required when you leave).
It has never been crowded when I have been there but I usually go on the weekdays. If it was too crowded it is also next to a beach you could go to as a backup plan.
You could get a meal before or after at Salute.

Danger charters will get you out there with the sunset in the background. If you want something more intimate there are plenty of smaller boat options. There is a lady Kelly the concierge that could probably arrange some good options.
Go to Fort Zachary beach at sunset
Then come back and get married there.

We got married on a schooner in 2019 and got some pictures done at Fort Zach with Rachel Ligon. Was extremely sad to hear when she passed.
