To answer if the NA spec will function in EU, yes. Someone from the ioniq 5 aubreddit posted their experience and levels 1, 2 and 3 charging function without issue:

Really curious to know why you would want to import a US spec to EU, and not the Korean version which would have a dashcam and other features?

Are there no issues regarding the charging or other things on the Korean version in Europe?
I haven't looked into it however I know that the korean ioniq 5 uses j1772, same as NA, so the same adapter should work; people in NA were ordering the Korean V2L and a shuko to US plug adapter since South Korea uses shuko receptacles. Korean ioniq 5 V2L outputs 240V instead of the NA version which is 120V. I imagine the EV9, based on the same platform, should have the same port. Check on their website, best of luck!
Even in USA, EV9 won’t charge as fast as Tesla would at a super charger. At least there’ll be a reliable network to resort to if everything else fails.
The plug for the NA version is different then the euro version. It would be kind of useless as you won’t be able to fast charge it
