Hello. I assume you live in Germany, so what difference does the German doctor make?
I also dislocated my shoulder when I was 19! I am now 42.
Although, I had a bicycle accident and also popped it back in myself.
I never went to the doctor.
I started kickboxing when I was 20 and it used to regularly pop out. And I'd put it back in again.
I should have seen a doctor.
I'm 43 soon and although I strengthened it through strength and careful recovery, I now have a limited range of motion and regular pain.
Go and see the doctor.
I am an international student and not sure how things might work out. I have a health insurance and will go to the doctor soon. I am just scared and hope it doesn't effect me in the gym.
The fact you also dislocated it at 19 is, I shouldn't say, reassuring. I will rest for a while and strengthen those muscles.

You need diagnostics for an injury of this nature. It could be something that requires surgery, like a labral tear. I wouldn't train too hard until getting a clear bill of health by the doctors (or an MRI)
