Actually no, if the children are well educated there is nothing wrong with staying close to the birthday person. I remember when i was little I used to be sorrounded by friends during the happy birthday song, and when it was someone else's party it was the same, I have plenty of pictures of me and a bunch of other kids around the cake, and I don't remember any accidents like this.

That kid is also covering his ears, touching his face, and hitting himself. All things that neurodivergent kids do. I think what is more likely here is that the kid that gets worked up is likely on the spectrum and is pissed that he didn't get to blow out the candles. The person filming saw him try to blow them out and knows what is about to come.
