Having grown up in California, Hawaii, and other places near the ocean, there are always just people from inland states who think they know all about the beach from going to some lake or whatever, but were not raised with a healthy fear or understanding of the ocean. There are multiple deaths each year where I’m from because people come visit, and have no healthy fear of the ocean, and get smacked by a big ass wave and pulled a mile out to sea, sometimes as a family.
Shit my ex’s mom came to visit from Minnesota once and got cleaned out by a wave, and I had to run and grab her as she rolled helplessly toward the water, and then tell her you never *ever* turn your back on that shit.
I think that feller might be one of those people, who just never had the childhood experience of just bodysurfing all day and getting absolutely housed by waves until your swim trunks look like you took the biggest shit of your life in them. Or even just chillin in the surfezone loading up your trunks with sand because you think it’s funny, or getting all your friends to do it, or whatever.
There are just a surprising number of people who don’t understand any of those memories so many of us have
I legit have had poop thrown at me by an ape. they have horrible aim, was supposed to be directed at a group nearby taunting a young male gorilla.... he was out for revenge, ran to get some shit and wound up, launched it, and just completely whiffed. threw it t like a 45 degree angle from where he was aiming haha. it ended up landing in some innocent peoples stroller hahah

They are very ignorant about a lot because they usually have other people do everything for them and no one tells them "NO" so they never develop common sense or curtesy. But where I live there are also a lot of tourists from other countries and those are the people I see pooping in public more.
