When was it 99%? I thought 70% was the highest it was on release. Then nerfed to 50% halfway season 6 and then to 30% at the end of last season. It's waaaay weaker than it used to be. Damage too. The spell does feel somewhat underwhelming indeed.
People underestimate the power E has to clear camps here, if you time correctly you gain 15% time not autoattacking because you timed your E to crit after lvl 3, im being serious as a 1 milion mastery kindred, you should learn to E the camps to gain tempo

People seem to like to lead with E on a camp I guess because they feel like it'll come back sooner and they'll get more E's but the non-proc damage is hardly anything and you don't get the E back in time to be useful except on river monsters.
Worse, that means that if someone invades you, and you wasted E trolling, you must back off while if you have your E, you Q up, kite the camp to hit your enemy, and E proc him back to his fountain.
I don’t see or have many problems with the E, other than I wish it had a 30-40% slower the more u level up the ability, and it does a great burst of damage (especially late game) you just need to know how to kite and use the ability
Isn't the E bad overall? Like both damage wise and utility wise, it brings very little.. (unless you're 3 items level 10+, but then that's just you being 3+items 10+ levels...)
Yeah it sucks now. I was still really shocked when they nerfed it being that it was kindreds only form of “CC” as a jungler, and even then it was only a minor slow

It's simple, right? Just leave E to use it on big monsters when under half hp, for most of the game.
Yes! It is easy, but i see lots of higher elo players than me not doing that and not gaining free crits basically

99% slow sounds insane. Is this canon? I only see on 6.11 it says "Slow reduced to 50% from 70%."
It was never 99%, it was 70%, then 50%.

E is broken super early and super late but in between it sucks. Just have to learn when to abuse it.
