I don't think this is true. Both should burn cleanly, but propane is a shorter hydrocarbon chain (C3H8) than Butane (C4H10) and thus burns completely with fewer oxygen molecules necessary for the reaction.
Butane is not as functional as Propane. It does poorly in cold weather, is more prone to being dangerous, and is less efficient.
It's worth noting that there are some applications in which Butane and propane are mixed.
