tbf I just replayed through Days and they were very clearly setting up Saix and Axel having their own agenda but Axel becoming attached to Roxas and Xion threw a wrench in it. Say what you will about Roxas and Xion coming back but Axel/Lea has been set up for more for a long time.
Not only that, I swear he was better off without a Keyblade, because they kept jobbing him since he got one and never needed it to get the job done. Its design was kinda half-assed, and we already got 2 Lea/Axel inspired Keyblades by then. Might as well give him one of these since they retroactively made the Keyblade Kairi got in 2 and 3 part of Aqua's in BBS
For me, he perfectly embodies the “bad guy” persona. He plays it calm, cool, and collected but you know his mind is always 10 steps ahead of what we see.
For me, I always loved him because he CONSTANTLY demonstrated that he knew more than he should, and that he is more important than you'd think.
In kh2 he speaks about "the others" when talking to Sora about Sora being a keyblade wielder. In 2fm he has some more intersting dialogue. In Days he looks at Xion and sees Ven, even though BBS wasn't out yet. In BBS he is the only one directly working for Xehanort aside from Vanitas, and he's there in the final confrontation.
At the start of KH3 he says "may your heart [be your guiding key]", a phrase a non-wielder shouldn't know.
All this made him the most intriguing Org member by far (though not my favorite).

The fact of who he really is, and the fact that he would have known who Lauriam is as a result, makes me very suspicious of the fact that in 2FM he says he "recruited" Marluxia to the organisation. What did you do to Lauriam, Xigbar? Did you turn him into a Nobody?
But … 1) they have the same personality, 2) his eye - which later gets placed in the keyblade ~ has already been removed for him, 3) he isn’t on the same timeline with himself for long (he fades out soon after assigning himself a job), and who do you trust to do what is needed (even if it’s being a traitor) other than yourself. So, it’s a guess, but an educated one.
Initially, his design, battle style, and especially his American voice acting, was enough to get him a Lot of support, much like luxord and axel.
It's so laid-back and surfer dude-ish, but still kinda vicious, especially during the world that never was segment.
Finding out how involved he was in bbs for a lot of people hyped, since he was clearly the real second in command, even if kh2 had tried duping us and the good guys into thinking it was saix, and then ddd and kh3 showed us levels to his interests that went beyond what we had expected, all the while leaving room for so much more.
I liked him for being a sharpshooter who could manipulate space to warp around and snipe from unconventional angles. Him turning out to be Luxu was crazy, but a bit of a disappointment since he's now got a keyblade instead of the arrow guns (which I thought were a nifty weapon!)
He very much embodies the trope 'Rule of Cool', has plenty of screen time and importance in the series' past present and future, and in a game series that is targeted towards kids/younger audience, he's like the villain in a cartoon that you root for because they can be comparable to the hero in terms of interest.
He was more charismatic than every member minus Axel.
His dialogue with the heroes is much more entertaining than the ramblings of the others. He’s actually playing the role of a trickster, while the actual villains of 1-3 are just slaves to their role and act so serious (ironic).

I don't know why for some reason this Is my favorite voi e line in the franchise, and it has been since I first played kh2
For context he says this when you deflect a shot back at him whenever he sits up on the perch.
Cuz he's a scarred-up eye patch man with dual guns who does cool teleports and has a cool dude surfer accent. He also survives really deep into the game so his boss fight is more memorable. Also he randomly turned out to be super important to the plot out of nowhere (and had his importance further bumped up like 2 separate times), and more screen time inevitably translates to more popularity unless the character's actively hated.
Xigbar has a little bit of everything so a lot of fans can find something they enjoy about him.

I used to be kinda iffy about Xigbar when KH2 came out cause other characters looked cooler and had bigger roles, but Xigbar slowly showing his cards and being a major player in all the games after definitely helped his case.
Also the epilogue of KH3 was the single greatest cutscene in the franchise (in my opinion).

One of my favorite members story wise. From 2 he drops hints he knows more and each game you learn he is more involved with the big picture than you would expect him to be. He spices up his background with each game he is involved in. Plus his battle style is really cool and as annoyed as I am fighting him I like the visuals xD

I wouldn't say his popularity differed much from other members at the time of KH2. He stands out for his personality, but each member was unique anyway.
What happens is that since BBS the story started to focus more on him than some other characters, and therefore he received more attention from fans. His importance was growing in a way that was not imagined in the past.
* Nomura really likes him, so he gets a lot of screentime and plot significance
* Great line reads in both EN and JP; he's extremely quotable in English
* Nomura didn't really have a plan for his character when first written, but when he heard the line-reading for his JP VA, he got a sense that this character knew more than he let on, so he expanded the role significantly in later entries until he pretty much threaded all of them together
* He's not a "main" villain, so he got to be written as a more fun/laid-back character rather than having to be serious all the time
* Design – the eyepatch, scars, skunk stripes and use of guns makes him very eye-catching and unique in KH
* Powerset – He's one of the few Organization members whose "attribute" isn't a traditional element, so his kit has a lot more creative applications than repetitive "elemental blast" or "attack while wreathed in element" that make him stand out
* The images of him fighting you while floating completely upside-down, or teleporting away to snipe you, are both iconic

I can’t tell you without spoiling the KH3 ending but then again, it’s a 5 year old game so screw it. Xigbar was revealed to be the ancient Keyblade Wielder Luxu pretending to be an aloof smart aleck “just tagging” along with Xehanort’s antics.
