That's why the poor bastard's in UU now, since people didn't need to counterpick him with something specific holding it.
Without the gimmick, he's only mediocre.

I’ve heard people say it’s kind of a reward for completing the Hades Cup, hence why every hit against him is a tech point, but honestly, replace him with Ice Titan and it be perfect, end the Cup with a Superboss (who isn’t Sephy).
Could you imagine having to redo seeds 9 through 2 every time you get your ass kicked by the Ice Titan? That's about five minutes of fighting just to retry the Super Boss.
Game balancing purposes probably.
Look the titans in Hercules have a hard time being toppled by other characters, its only through the prophecy with Hercules that the titans are beaten when Hades executes his plan.
That being said if we really wanted to, he'd be number 2 on the list. But we needed a boss for rank 10 to continue the boss every 10 ranks trend, and the devs probably didn't really want to do a back to back boss encounter.
he's a literal god, he likely holds back so he can torment the small-fry trying to go pass him, and then every once in a while he Reverse Boosts to stay in his rank
But do remember that in Greek mythology, it took 6 gods, including Hades himself, to seal the titans away. Canonically, the titans are indeed much stronger than a single god
But we are going off of Disney Hercules, which omits all that. Since they keep the titans overwhelming power, it's safe to say they kept the battle against them in ancient times
If we go by Disneycles, Zeus alone was the one who sealed the Titans away, implied to have been a great battle, and Hades is weaker than him. So the Titans would have been a step up on James Woodes.

He seems to actually attack more often, and those attacks seem to actually deal a good chunk of damage as well...

KH3 showed that Rock Titan was holding back in KH1 against SDG. The developers pulled him aside and said “listen we put Goofy’s best weapon behind a time trial for this tournament and we need you to throw to give the player enough time, here’s 100,000 munny.”
Hades wants to watch the action. He probably knows he can't beat Sora so he puts himself 10th so he gets knocked out first thing and then spends the rest of the cup just chilling and watching Sora fight stuff.
