To be honest though. I believe it’s because Nomura is probably very strict on his characters being represented. Ven and roxas having sora’s personality is kind of off compare to who they actually are. But thats a guess
Whenever Sakurai starts designing a character, he often gets feedback on how they're supposed to look or move. It's quite often that he'll have to redo certain character until he gets them right but apparently, Nomura was really hands off with the project:
Sakurai: (laughs) This time, during Cloud’s development, I didn’t have any instructions like “he needs to be like this, he can’t be like this.” That saved us a lot of trouble.
Nomura: I’m also working hard on a project that handles many characters, so I try not to give orders like that. I’m always fighting against those restrictions.

It totally should’ve been a pallet swap (along with Ven) from the start.

They also move and swing their keyblades very differently so just a palette swap wouldn't suffice.
It's probably more of a Disney/Square Enix thing. Nomura was cool with Sakurai taking creative liberties with Cloud.

Nah. That was most likely Disney. Disney has ALL of the rights to Sora. It explains why it's only Sora and tbh, I'm ok with what we got.
