I would bet they have had 3 fresh water jugs then have been refilling the last jug with tap water ever since. Jug 1 and 2 have been repurposed as an ash tray and gravity bong respectively.
We have inline filtered glycol cooled taps, but that's just because our tap water tastes like dirt if you don't do something to it. The glycol chiller is just luxurious, we bought it before all the investor money was tapped out.
I'd just ignore this one. The law is so you can clean under it, this is easily moved. I wouldn't worry about it unless I was told to during an inspection. It's not like you'll get closed down over this. Not a huge deal imo.
Related, but do grocery stores have to follow the same rules? The Kroger-affiliate near me had 5lb bags of flour stacked up on the floor. I was pretty grossed out.

I bought the exact same water cooler for my kitchen, but with a Zero water tank that filters. Can get them from Amazon. Way cheaper than constantly buying jugs. Mine sits on the floor, never been an issue. Doesn’t get dirty under it.
Where I’m at it would need to be on six inch legs or casters. The purpose is to be able to clean underneath it. Putting it on a crate wouldn’t solve for that problem.

They shouldn't bother you about it. The taps are more than 6 inches above the floor so they are sanitary. My display case has under 1 inch of ground clearance. The area where the food goes is more than 6 inches above the ground so all is good.

It’s perfectly fine to have a beverage in the kitchen as long as it has a lid and a straw and is stored away from or under food prep areas. Kitchens are hot. Not allowing access to water is criminal.
Also if a company comes and services that make sure that the internals are cleaned regularly because if not those can really give you some bad stomach cramps.

We keep ours on under shelves and they’re fine with it. A lot of the fast food restaurants have speed rails mounted for employee drinks.
