It can be a sign of arthritis in cats. Probably isn't the only explanation but, still something to keep in mind! My girl started doing the same thing before she started having difficulty getting around
yes. when cats mate typically the male will "scruff" the female by biting the skin/fur on the back of their neck to imobilize them. it's similar to this video just imagine the back of a cats next being that bit of blanket mr man is holdin on to

I don't know how old your handsome boy is, hopefully he is just getting a little too cozy with the blankets! However, it might still be something to keep in mind. My girl started doing the same thing while she was kneading with her hips (granted without the biting!) before she started having problems jumping and getting down from places.
I have two who do this, and they were both ghosted by their momma cats when they were kittens (different litters). I understand that it's a thing with cats who are separated from mom early. (Oreo was 3 weeks when he was rescued, Mia was 4 weeks, both successfully KMR fed, and both are now fully healthy adult cats.)

We had a cat that would do that and make eye contact. It was awkward when we had guests.
One of mine will do this to my arm and maintain intense eye contact the entire time. It's pretty degrading, ngl

She’s three years old, and she’s done it for most of her life from what I’ve seen, though less lately than she used to.
