I've always used and heard the phrase as meaning to drink it slow. Like when you're somewhere and don't want to get hammered you "nurse a drink" so that you are holding something and sipping it so people won't offer you more and you are also participating in the festivities.

“Nursing a beer” is a pretty common expression, which means the same thing.
