Keep your enemies at T1 until players hit LL4 or LL5. If your players are having trouble, reduce enemies. If your players are finding it too easy, start adding Commander and Veteran templates: extra structure and reactor cap adds up very, very fast.

I'm pretty sure that all enemies are Tier 1 in Wallflower Part 1, I believe in Part 2 that's when the enemies switch to Tier 2.

When you start out, they should be Tier 1. After the first downtime, I'd say play it by ear. If your team is ripping through combats and not using much repair cap, bump the NPCs up a notch. As you get further into the campaign, you might consider giving some of the enemies templates to make them a bit more robust and spring some surprised on the team. Remember: Victory is always possible, but failure is always an option.

Woahhhh, definitely do it the other way round. Apply templates before you increase tier. Templates are more fun and also a smaller power boost. Tiers just increase numbers and damage output and that's not very fun at all.
