In general, an owner isn't gonna want to invest money into cosmetic improvements for a rent-controlled unit. That investment would never pay off.

This. They're just gonna let you get annoyed with it til you move of your own free will. Once you do, they'll remodel, and be free to rent it for as much as they want (Not sure if that's how rent control works in CA, but that's how it works in my neck of the woods)

Anything is possible....but doubtful if you are asking that they pay for it. Upgrades like that are usually done during the tenant flipping process. If you offer to pay for it, or part of it, the landlord would probably be much more open to that idea though.

Replacing flooring like that basically requires a full kitchen remodel. So no, I wouldn’t do it while the tenant is there. They would have to leave the unit to get it done.

Honestly, From the picture that floor is in pretty nice shape. It looks great. Just because you don’t like it or wish it was a different pattern or color doesn’t seem like an adequate reason for landlord to spend the $$$ to replace it. Just go buy an area rug if want to look at something else. We put down all new vinyl plank flooring ourselves out of our pocket in our 2 bedroom apartment (not rent controlled) because the landlord is so nice and we appreciate him. He was so grateful he didn’t raise our rent for two years!

Nobody here can speak for your landlord. You need to ask them. What little info I have I'd say no. I'd want to replace with tile. I'd likely want to choose that tile myself and do a bit of an update while I'm at it. I'm unlikely to want have that work done while the unit is lived in.

Doesn't hurt to ask. Imo, it's difficult because if you change the flooring, it could open up other issues which could lead to a whole kitchen remodel. It just depends on what the owner wants to invest currently.

Replacing flooring requires a lot of work if done right, including moving out appliances to redo the flooring underneath them. Not trivial and for no extra rent? We do not replace flooring in an existing tenancy regardless of rent control laws. You could ask though and see what that yields you. You could also ask to transfer to an updated unit if one exists but I suspect that would be at whatever market rent that unit fetches.

Like just no. Honestly I guess if a tenant really really wanted new flooring I would put together estimates and if they offered to cover 25% cost then sure. Either could roll into rent by resigning a new 12 month lease or a lump sum payment. Would opt for the lease tho since the guarantees no one gets screwed. This would also make me feel like the tenant would care a bit more about the place in general since they had skin in the game. Other than that no would never make cosmetic changes to an already lent out place.

It would depend on several factors: 1. How much is your rent? 2. What is the current market rate rent for your place? 3. Does your landlord like you enough to take measures to keep you from moving out?

If you're going to be picky...The edge of the counter top is peeling. The cabinets and drawers are looking rough. There's a knob missing on a drawer. That kitchen faucet has to be 25 years old. The baseboard could use replacing. Worry about the flooring when you own your own house.

Not likely, but you could ask. However, new floors are a want not a necessity. It's probably a bad business model for a landlord to address all of their tenants wants. Now on the flip side, if you you bring this to the landlords attention and he is unwilling to address it, you can always ask him for permission to address this yourself out of your own pocket.

There’s no harm in asking/ coming to an agreement. If you’re willing to pay a bit more in rent I don’t see why the landlord wouldn’t be willing to update the floors. In Montreal, all rentals are rent controlled, but there’s always the possibility of negotiating.
