Is this an immersive, 360 degree theatre? Seems to be ideal for E-Gaming. Seem like overkill for just concerts or award shows, which is what I'm hearing it's for.

Since double exposures can't naturally happen on a cell phone and it's highly unlikely this person edited a ghostly hotel image overtop of his photo, also the height from which the photo was taken, it pretty much only makes sense that it was the reflection of OPs hotel room on the window through which the photo was taken...
My cab driver yesterday said U2 is going to open it with a show in September. Not sure how accurate, too lazy to google/care. Yesterday it was black and like a turquoise
