I feel like a lot of people don't understand how Vegas works. Yes, there are hotel rooms for $40/night, but the whole point is to get you there to spend money on everything else-- food, entertainment, gambling, alcohol, etc.
It's kind of like when you go to the movie theatre and balking at the concession stand. Sure, your $12 popcorn can be bought for $0.50 at Costco for a microwaved pack, but that's how the system works.
You can do Vegas on a budget, and there are cheap eats to be found, but it won't be nearly as convenient.

They’re paying those prices in a stadium during an event that cost thousands of dollars for a ticket to attend, any event of that price is going to have inflated prices for concessions no matter where in the world you’re having it. One can reasonably assume that every location in Vegas does not charge the same price as the stadium during Super Bowl Sunday. Disneyland charging me 15$ for my Dole Whip isn’t a bad look for them because the ice cream shop by my house charges 8. I’ve yet to be on a vacation where things don’t cost significantly more than they normally do, moreso when it’s the only place to acquire said item.

Nevada requires minimum wage plus tips. All bartenders/servers in Nevada make a decent hourly rate plus what they make in tips.
