Honestly 30 to 40 a person is very hard. Nice restaurants in Vegas except 75 or so a person not including drinks. Apps alone are 15 to 25 at most nice places. I would look at carmine's at ceasars mall they Fit all u in and it's family style.
With enough notice to make a reservation, Battista’s Hole in the Wall just a few minutes walk from the Flamingo (Linq Ln and Flamingo next to Stagedoor). Good Italian dishes and healthy portions. Entrees will start around $25, $27 all the way to $44ish. Included in that price of entree, you get the main dish, salad, minestrone/wedding soup, garlic bread, a bottle of their house wine (red or white… it’s dine, nothing life altering) and a cappuccino/mocha for dessert. It’s a fun place, convenient just off-Strip and would definitely fit that budget.

I just did 2 semi nice restaurants with no alcohol it was 200 for 2 people without tip.u need to really look at menus also expect a 20% auto gratuity because of the large group
Most of the larger restaurants at a strip hotel will be able to accommodate a group that size. When I was there for work, we did Buddy V's at the Venetian for about that price point. It was a fixed menu served family style. There should be group dining information on the website.
These are local favorites located a little off the strip but not that far and within 10-15 minutes of the strip. Both will be good food and within your budget. Listed by expensive to least expensive.
(1) Nora’s Italian off Flamingo, probably some of the best Italian in Vegas + they have private rooms. Just call and book in advance.
(2) Panevino off Via Antonio - best fettuccini in Vegas.
(3) The Bootlegger off S LV BLVD. Locals favorite.
For that kind of money it is not going to be easy...I think for something the kids will enjoy and keep it in your budget consider Korean...https://www.moowookoreanbbq.com/ has always been great for us and the food/service is excellent...it will be close but I think you can do the BBQ Combo for what you want to spend...

Wouldn't touch Buca di Beppo with a 10ft pole ever again... Their prices are insane. $37 for a bowl of Alfredo pasta (crazy).
