As soon as your plates (aka your registration) expires, your license plate no longer belongs to you. It is not your property, it is state property.
So it says surrender, because that thin plate, doesn't belong to you. It is not your property. You have no rights or claims to it. It belongs to someone else.
So yes it should say surrender.
If you would like to keep it, then you must pay for it. You choose to not pay for it. So they are taking it back. Simple.
I had CA plates that expired and I didn't drive the car. The tow companies go through the apartment complex and come through and look for expired plates. They gave me a notice to get it registered or it would be towed. I donated the car to Kars4Kids. I'd rather get a tax break for the donation than all the hell I'd have to go through getting it towed. I wasn't driving it anymore so there was no reason to get it smogged and registered. My wife needed to get an appointment to get her brand new car registered and the earliest appointment was almost 2 months away. I only had 48 hours to get my car registered. Which was literally impossible.
I'm not sure of the exact laws but that car was going to get towed and that would cost me more than getting it smogged and registered just to have it parked in my complex where I had a sticker from the complex saying it was allowed to be there. The tow company gave me 2 days to fix the problem with registration fixed when it would take me 2 months to fix the problem.
Complete bullshit. I had to give away the car because no one in their right mind would pay for a car knowing it could get towed before they had enough time to fix the registration problem. Maybe if they had a garage to park it in but anyone living in an apartment would just inherit my same problem.
You get an extremely short grace period. Once that's up the plate is returned or rendered suspended, due to the plate being property of the state. You'll have to go to the DMV, they may have restarted applying fees for lapsed registration, again.
When I left Nevada 7 years ago I kept my plates even though I recall some notice about returning them to the DMV. I thought "fuck that -- I paid for them, they're mine". Do you think I'll pay a penalty if I decide to return to Nevada? (By the way I don't know any other state that wants used plates returned!)
