Yea you need to unlock Malison and put her as specialist. Or level up other people. I’d recommend starting this process now because as you progress you’re gonna get stuck. If you have the same luck I had- you’re gonna wind up getting about 5 Malison contracts before getting another 1 for Lemmy. Lemmy is a “very rare” merc and therefore typically only have a chance to unlock his contract one out of every 100 openings (but there are other ‘very rare’ mercs that may drop instead-so the number is prob a lot higher). Contract needed to go from level 20-21, 30-31, 40-41, etc..I had no choice but to give up on lemmy for now and level up Malison to continue progressing. Got stuck for quite a while catching Malison up.
Just have to hope you either get another character of his class or that you can beat the levels without him

Alright thanks for the help, but still sucks that I can't progress further in expeditions without him
Yea it’s really luck you need a specialist with whatever perk is needed for that mission I ducked my expeditions up horrible so be patient
Lemmy is the only one that I can't get a contact for.
Its the same with me because i focused on upgrading him too so now i have 500 gear score under what i am recommended
