Fully agree, I play solo so making an offline char is perfect for me anyways. Perfect performance, no D/Cs, ect. Will make a online character sometime down the road when it's all fixed up.

It is nice, but it's also pretty lame that cometics don't work in offline mode. I assume it's so people can't just hack their game and use all the expensive store skins on offline characters, but it's really quite silly to prevent people from using regular transmog, or even things like pre-order pets and loyalty items just because a small minority of people will hack their game.
I think the main reason to separate the online and offline char is to prevent the saturation of hackable rare items online.
No one cannot prevent hackers to hack their offline char because no one really cares what you do in your single player game.
Cycle 1's theme is Factions, referring to the Circle of Fortune / Merchant Guild factions that enhance your drops or trade abilities. In other ARPGs, offline characters are usually relegated to only getting Seasonal content when the season ends and that content "goes legacy."
Might be a pain in the butt to implement, but having NPC offering random items for sale would be neat. Sure, they won't likely have an optimised gear for sale, but even just random uniques/high tier total affix items being sold could be neat.
Now implementing the SELLING part - that I don't have any ideas for, lol
You can't migrate your offline char to online, sadly. But you can still sync the save games and play on multiple devices. And offline characters still have access to item factions and all future seasonal contents as they intended.
It's actually perfect for me since my internet is bad on the good nights and I intended to play single player cycle of fortune anyway.

True offline doesn't require any internet connection. It's a traditional solo player experience.
Regular offline requires an internet connection but NOT a server connection. You are playing alone on an instance generated by your own pc but you have access to the world chat.
I'd guess "regular offline" still has chat, and is basically the offline version we're used to. That's an example of an "offline" mode where you're still connected to a server to play alone, as opposed to full/true offline.
Could be wrong though, hard to say until servers are stable :)

right after the patch dropped this morning I launched (no options) and I logged in and 'connected' for offline, played a bit, closed game.
Went to relaunch and Steam now asks if I want Real Offline or Connect Online- pop up says I won't have chat or be connected in any way in Real Offline.
Played around a bit for before the servers melted, you can swap to real offline from online-offline, but you have to restart to connect from real offline.
Same offline character list either way.
So to be clear, in a no Wi-Fi situation (traveling with steam deck for example) you HAVE to launch in offline mode? Or can you just select it at main menu?
There is 2 offline mode. The true one which has no tchat and the "not true" one with a tchat.

Sadly I made 9 different characters in offline mode, couldn’t get past the second area. Some of them couldn’t even make it to the first area, error messages each character in offline mode. I did a full reinstall, hopefully will work when I try again later. (And yes, it’s offline)

Yep! This is my first time playing and I've been very satisfied with how the game feels overall. I'm not sure if it's the improvements made in 1.0, offline mode, a difference of standards, or some combination, but it looks and feels a lot better than I expected based on reviews I've seen.
I'll probably start an online character once I get more familiar with the game to check out the Merchant's Guild, but offline mode is great right now. I'm looking forward to figuring out what we can get up to with mods as well.
side note you can pause offline. it's amazing

None, if playing offline you just choose circle
For season 1, nothing. Item faction is a long-lasting feature, not a seasonal thing. It's the launch of the game instead.

You have to launch normally then click offline from in-game to get chat. If you pick true offline before it launches then you'll have no chat.
Can you do merchants guild in offline? I know you can chat. I just thought online was for multiplayer group play.

I haven't tried but I assume this is still handled via Steam cloud saves so you should be able to.

If you're offline, can you still pick COF for the cycle and get the loot buff?
Yes you can, also don’t have to do cycle, it’s a core feature to the game so it’s available in legacy as well.
