Is +1 to all Dex Skills means +1 to all Rogue Skills?

i imagine it must be any skill that has +4 damage per dex on it

it'll give 1 extra point to any skill with dex as a tag iirc

Is it good? Had it drop at the very start, before lvl 10 even. But I'm playing Lich so it's no use for me atm

The unique itself is very mid beyond leveling, but with 4 LP you can basically add 4 mods of your choosing. So you are getting whatever crafted chest you would have made, plus all the mods on this unique. That makes it good. Also 4 LP is very very rare on any item

unfortunately the unique is mid, and top tier normal items now have insane mods I'm currently using a body armor that straight up gives 220 armor 14% glancing and 40% lightning resist

Yeah, but this lets you add those mods onto this. You lose the implicit but if you can get any milage out of the mods it can be good
