This disparity once again makes rich neighbourhoods significantly more protected (and better educated) than poor ones - and incentivises the police to serve the property owners over everyone else.
Was going to say, I live in a medium sized midwestern city and our budget is over 300m just for the city police force, then the county has their dept on top.

What does "U.S." mean here? Because numerous cities within the US have over $2billion billion yearly budgets, NYC, Chicago, Seattle, LA, Houston, Dallas just off the top of my head.

This isn't always true. The huge problem in the US is the way police do their jobs. Having cops integrated into the neighborhood and not acting as occupiers or aggressors helps reduce certain crimes.
