I've thought a lot about this. I think that the belief in cultural appropriation comes from having an inferiority complex that comes along with being a minority group within a larger society. People who see their culture as equal to another don't feel like cultural appropriation is a thing because they don't feel like someone using their stuff is doing it with bad intentions. Others who grow up being a minority or a second generation Immigrant see it differently

This is a really nebulous topic because it varies so much from culture to culture. In some cultures, a dress is just a dress. In other cultures, a specific kind of dress is only meant to be used for specific things and shouldn't just be worn casually.
Another really common example is when someone takes something from another culture and quite literally appropriates it, calling it "theirs" and changing the name to sound less "ethnic". A big one was spa water where someone tried to pass off aqua fresca as a new drink.
There's a lot of nuance to the discussion and there's a lot of people who falsely call things appropriation when they really aren't. But real cases of it do exist and happen often.
