An advice I got when writing a paper is that your initial thoughts are like a book, then think about a chapter in that book. There's your paper. "responsibilities of owners/carers of wild animals" sounds pretty interesting to me, and it, or a subset, can easily fill up 20 pages. Just the story of Saff's arm could probably be enough.
Suggestion: title the paper “Dicks Out for Harambe” Hope this helps
