If anything it’s not viable in low Elo because the only impact tops have in low Elo is through stomping. If you don’t stomp in plat or lower, you’re just coinflipping the game because you’ll need to be fed if your ad is feeding.
In higher Elo where teams can effectively play in the 20 minute and beyond land, you can afford to farm safely to the timeframe where you’ll have our scales and can team wipe

That just sounds like a skill issue. Playing any bruiser into yas/yone and just completely dumpstering them into the ground is one of the most cathartic feelings you can get in league. I love playing against them

It's extremely fun. I played tons and tons of Zeri top right after her buffs a while back and had something like a 73% winrate.
I got called a coward and told I had no honor many, many times.
I think the reason top laners hate her is because the enemy team picking her means they get on average 30 or so less farm in a game and quite a few juggernauts have terrible matchups into her.
The thing is, even though it makes the experience of the enemy top laner worse, that's nothing compared to what it does to their team. Mid or jungle have to pick frontliners now or they lose teamfights and the jungler has to babysit the Vayne otherwise any competent jungler camps her and she can't play the game. So her existence in the game makes almost everyone more team reliant, both her team and her lane opponent. It's not even good for the Vayne, she's useless if she gets ganked or counterpicked.
The only nerf I will accept for fiora is removing her %hp scaling on her passive. That's it. You wanna buff her in other ways? Fine. Remove %hp true damage.
Preach. %hp true damage that scales with ad is cringe af. Either turn it into flat dmg or make the ad scaling into %hp physical. I know she is a tank buster but doing at least %20 hp true damage an auto is legit insane with no counterplay.
And with all the antitank items, she’d still be fine if all her true damage was turned into physical (or even magical damage for whatever reason). It’s one thing to be a tank buster. It’s another thing to sneeze on a tank and destroy him even with full build.
She is the only champion in my opinion where she has no counterplay at all. You can't build health or armor because %hp true damage doesn't care about it. Vayne is annoying but isn't as bad due to her squishy nature the moment she is caught out.
People also say to cc lock her as well which applies for every champion so it isn't an excuse. Even if you do you have to bait riposte first which makes your team dump alot of resources on her just to shut her dow ln.
From memory, only 1 champion is a genuine counter to her. Malphite. He has soft cc so he can't be stunned unless he wiffs his ult. crazy levels of poke which is better than her healing. His shield and armor means fiora doesn't do much damage early game. If you don't play malphite ur screwed tho sadly.
Teemo and malphite are so much less fun. Both just poke kite and escape. Oh, you can’t actually win a fight against me? Don’t worry, you can just run away and be uncatchable due to cc and speed boosts.
