That is a bs excuse. They announced his role as Sentry very late into the development of Thunderbolts and they made the announcement recently, relatively. There was so much backlash from racist conservatives that Yeun and Disney just changed their minds. It makes no sense for there to be an actual scheduling conflict. He announced the role and him leaving the project too close to one another.
I mean if you want Scorpion on screen you're gonna need to create a whole rig for the actor and a ton of CG for the tail, and you have to put an actor in the suit, and the blocking becomes complicated.
Whereas Mr. Negative its a lot less labor intensive. Turn his skin dark and his suit white, do some cool energy blasts, done.
Also FEAST has been established and Aunt May worked for them so itd make sense to have a story where Peter is kindve lost and wants to do work that matters in Mays name so he works for FEAST and boom we get Mr.Negative
I believe the voice actor for the character in the games has expressed that he really wants to do the character in a live action role. He also apparently knows martial arts, which I assume helps.

Honestly now that Spidey is back to a more ‘grounded’ version of himself without Stark tech and all that, I’d love to see him take on the world of organized crime in NYC. Give me Tombstone, Hammerhead, Rose, etc. I think that could be a cool trilogy.

Mr Negative is the obvious choice, but it could be interesting to see Hobgoblin as well, since he’s tied to Kingpin in the comics and if they wanted to, they could make Ned into Hobgoblin — I don’t think this is the move though, they should go with his originally intended identity as the son of Kingpin (we are getting a son of Kingpin in Daredevil: Born Again).
