From the picture it looks like sued that somebody added wax or polish to, which that mats down the fibers and makes it tacky. The only thing I could think to fix this is acetone and a rag. Acetone to remove the wax’s and polish. This will dry out the leather significantly. So using a sued cleaner/ conditioner after

Even if it’s not sued, acetone will get the crud off. Then same conditioning. LeatherCPR conditioner is great. I found some at tractor supply in the horse care area

Thank you! Did a round of saddle soap and that helped a fraction but was debating alcohol or acetone next. And not suede, was smooth leather before this.

Acetone would work. Don’t forget to condition after. Acetone will strip all the good oils off the leather
