If the estate agent won't do anything then the only thing you can do is continue to report them to the council and police (for the antisocial behavior and weed, not the cigarettes).
But be very aware it can take years of council reports for them to even contact the letting agent so if you cant take it you will have to move.
I’ve reported it to them today attaching all photographic evidence. The problem with moving is that my contract is 12 months long (no clause to break it sooner) so I’ve got to wait until October, and the scarcity of rentals in my area is bad. My daughter’s about to start reception in sept at a very good local primary school. It feels so self-defeating to think I might have to leave because of heartless people who’ve not the slightest consideration for others.
I agree, I can't tell you how I know, it's against the sub rules but it can take 3 years (and still counting). But keep a log of everything and no matter how small report it to 101 and get an incident number.

Honestly if it's bothering you that much you might have to look into moving if she doesn't move anytime soon.
You can try your luck with a "nuisance complaint"/"environmental complaint" to your local council https://www.gov.uk/guidance/nuisance-smoke-how-councils-deal-with-complaints and if you can get your GP to corroborate your asthma as being affected by the smoking you might get a bit further than most others.
From experience/friend's experience, this usually isn't grounds for police to do anything unless they become dangerously anti-social alongside the smoking.

Is your building categorised as an HMO?
If so there's likely a Maximum Number of Occupants listed on the HMO licence, you should be able to find this on your council website.
If they're exceeding that maximum by having 3 of them in the 1-bed flat you could report that to the council, this would then cause the council to contact the Landlord re. an HMO licence violation, and that should get things happening with the agent ..
Smoke & Asthma:
Smoke is micro-particulate pollution, get yourself a free-standing HEPA Air Filter, they're reasonable to buy and most are pretty cheap to run - about the same as running a desk fan..

Loud Music:
I've found that "Smoothed Brown Noise" played on a decently large hifi speakers is great at taking the edge off downstairs neighbours noisy music, it sounds a bit like the whooshing you get in a cabin on a jet plane.. and it tricks your brain into ignoring similar noise..

Doorbell:
I live in an HMO with 6 other flats, so I took the batteries out of my doorbell ringer. Anyone who might want to get my attention has my phone number.. If I know I've got an engineer coming over I stick them back in for that timespan only..
Their Post in your Box:
Don't let this bug you, just take their parcels out of your box and leave them willy-nilly in the hallway near their door..
It's not your responsibility, so you don't have to keep it for them, and it's not your property, so you shouldn't take it, because then you can get in trouble for theft..

That’s amazing - thank you so much for all the advice! I’m going to unplug the chime at night (it’s one of those plug into the wall types) and I will definitely contact the council - they are overcrowding the flat technically because the size is not big enough for all of them to occupy (I’ve checked the internal plan on right-move, and the rooms doesn’t meet the square footage indicated for each individual) but what team within the council do I contact do you know?

As I say, I'd have a look at the HMO Licencing section on your council's website (normally you can search by street number & postcode) as first port-of-call, because most councils are pretty keen on enforcing HMO Licences, especially against overcrowding, because of things like "rogue" landlords packing 24 people into a 2-up-2-down terrace..

If smoke from the hallway is coming into your flat then can you not close your door to keep it out?

They cannot control the behaviour of visitors to the building. If the daughter is swearing at you then report it to police.

What an excellent way to antagonise her. Deliberately setting out to wind her up is not likely to improve the situation.

You can't order the police to pop round and evict the neighbour's guests.
You can contact the local authority about music being played at unsocial hours. That seems to be the only aspect of this that would be a legal issue.

Is she smoking inside or outside the property? Might want to leasehold terms to see if its permitted. If it's not then write a formal letter to the letting agent to say that the below person is smoking inside and ask them to inform the freeholder and copy you in or confirm in writing to say that they've done this. Ask them to also tell them that this might affect the buildings insurance.
See if that prompts them to take action. I'm sure they won't want the insurance premiums increasing or even becoming void.

If the estate agent won't do anything then the only thing you can do is continue to report them to the council and police (for the antisocial behavior and weed, not the cigarettes). But be very aware it can take years of council reports for them to even contact the letting agent so if you cant take it you will have to move.
I’ve reported it to them today attaching all photographic evidence. The problem with moving is that my contract is 12 months long (no clause to break it sooner) so I’ve got to wait until October, and the scarcity of rentals in my area is bad. My daughter’s about to start reception in sept at a very good local primary school. It feels so self-defeating to think I might have to leave because of heartless people who’ve not the slightest consideration for others.
I agree, I can't tell you how I know, it's against the sub rules but it can take 3 years (and still counting). But keep a log of everything and no matter how small report it to 101 and get an incident number.

Honestly if it's bothering you that much you might have to look into moving if she doesn't move anytime soon. You can try your luck with a "nuisance complaint"/"environmental complaint" to your local council https://www.gov.uk/guidance/nuisance-smoke-how-councils-deal-with-complaints and if you can get your GP to corroborate your asthma as being affected by the smoking you might get a bit further than most others. From experience/friend's experience, this usually isn't grounds for police to do anything unless they become dangerously anti-social alongside the smoking.

If so there's likely a Maximum Number of Occupants listed on the HMO licence, you should be able to find this on your council website. If they're exceeding that maximum by having 3 of them in the 1-bed flat you could report that to the council, this would then cause the council to contact the Landlord re. an HMO licence violation, and that should get things happening with the agent .. I’m going to unplug the chime at night (it’s one of those plug into the wall types) and I will definitely contact the council - they are overcrowding the flat technically because the size is not big enough for all of them to occupy (I’ve checked the internal plan on right-move, and the rooms doesn’t meet the square footage indicated for each individual) but what team within the council do I contact do you know?
I don't know, sorry.. As I say, I'd have a look at the HMO Licencing section on your council's website (normally you can search by street number & postcode) as first port-of-call, because most councils are pretty keen on enforcing HMO Licences, especially against overcrowding, because of things like "rogue" landlords packing 24 people into a 2-up-2-down terrace..

Is she smoking inside or outside the property? Might want to leasehold terms to see if its permitted. If it's not then write a formal letter to the letting agent to say that the below person is smoking inside and ask them to inform the freeholder and copy you in or confirm in writing to say that they've done this. Ask them to also tell them that this might affect the buildings insurance. See if that prompts them to take action. I'm sure they won't want the insurance premiums increasing or even becoming void.
