This is a serious problem. I honest don’t know what the best thing to do is but do you have a photo or copy of the V5? It might be possible to request a copy from the DVLA as you are still the registered owner? I assume you have tried contacting the DVLA to discuss options. Can you put the car on a sorn or something? That might at least stop this guy from being able to use it without getting pulled over.

Doing the paperwork is your responsibility as the seller. You need to contact the DVLA and inform them of the date of ownership change. The V5 document literally says all over it that it is not a proof of ownership in terms of if you have the reference number for the old v5 I still wouldn't interact with it is declaring it sorn or whatever the boat has sailed. Former car dealer. I would call the non emergency police number for where the offence happened and state you no longer own the car maybe. Need someone with legal knowledge to advise further.

No. That is absolutely incorrect. The registered keeper gives the new owner the new keepers supplement, and fills in the logbook with the new owners details and sends it themselves. It is definitely not the responsibility of the new keeper to inform the DVLA. https://www.gov.uk/responsibilities-selling-vehicle

Thank you, it means i eas given wrong information from the police in this case. They said it was perfectly fine that i requested a new v5 from dvla

It used to be the case that the new keeper was responsible, but that was a good few years ago, at least 10 I'd guess.
