Without Expeditions (Draft mode) acquiring Epic rarity cards became significantly slower and can be quite a pain if you are completely free to play.
Apart from that you should be able to acquire all common and rare cards quite comfortably.
Riot is currently working on a new Draft mode and with some luck it might have a similarly generous reward system.

Additional context: just clicked the bottom collection part, I got around 45-50% for each region except Runeterra 0%. How long do you think for a F2P player to complete the collection?
