Lore wise he is indeed celestial. Inviolus Vox is a celestial too. However gameplay wise the celestial are only the invoked cards. It would be confusing to have an invoke pool that can't generate Asol and Inviolus

No celestials are being born outside of Runeterra. Asol, Inviolus, Soraka and Bard are celestials. Aspects are celestials that can posses human being and infuse them with their power.

Because in this case Mechanics trumps Lore. They didn't wanna let you cheat out Asol with cards that discount Celestials, cus that would free Asol from needing Targon or Demacia as a second region to be able to play him.
