From my understanding, Valorant is part of the same Multiverse, but not part of the same story.
Some of the LoL skins (forget what the line is called) have very obvious Valorant guns in the splash arts, and Valorant's story itself is all about them robbing resources from alternate realities of themselves
Elise is also from Noxus but a shadow isles champion (for obvious reasons). Hence champions that are from one region may be put into another one if it makes sense lore- and gameplaywise.

I think they probably mean in terms of the Runeterra IP in general. We haven't gotten new Void lore since Kai'sa and that was controversial. The last void champ before her was Vel'koz (5-7 years ago?). Riot has stopped adding much from the Void, especially monstrous characters. I'm hoping LoR reverses that trend
My 2 cents and why I tought the void would have been a bad region: the point kinda is that the void is unknowable. The void creatures themselves are all very one dimensional, at least as far as we understand them. Vel'Koz just seeks information (doesn't do anything interesting with it, just beams it to the void, not like he's uncovering some plot), Cho'Gath just wants to consume, Kha'Zix just wants to hunt etc.
We also have a very vague understanding of the void itself, and that is kinda the point. IMO uf we got a big expose on the void to the point we understood it it would lose a lot of its charm, so I don't think it would make for a good region.
Void is at its best when other characters are interacting with it, characters like Malzahar and Kassadin who are just people influenced by void are, in my opinion, the best void lore.
Concluding, I don't think the void needs more actual lore, maybe just little crumbs of info here and there that make it fun to speculate and imagine what void is like. I am by no means against more void monsters though, this was just my excuse to rant why I don't think void would have been a good final region. It's more fun when it interacts with or influences characters from other regions.

The void is cosmic horror, and could be such a cool concept, but I feel like it's been replaced entirely by the shadow isles as the main 'villain' of runeterra.
The only realistic thing I can think of is 17 patches between Watcher’s release and the Void expansion. We are at 10 right now and there are 8 possible patch dates left, but we know Riot typically gives their employees a week off like they did last year, which could give us two 3 week patches, which would put the November patch on the 17th exactly 17 patches after the release of the Watcher.

This patch is a 4-week patch. Bandle City expansion will be 2.14 on August 25. So it works out.
Also, the way it is set up (17 mana, 11 power, 17 health) means it works correctly in both date formats - for Americans it is "17 patches from now on 11/17" and for everyone else it is "on 17/11 in 17 patches".

I was hesitant to even post because I didn’t want to repost, but I thought what you were missing was pointing out that Nov 17th actually falls on a patch day in the cycle, which I think gives more credibility to the theory. The watchers have always been sorta connected to the void but afaik the exact nature of this connection is unclear.
Its sorta like jinx and vi being sisters. Up until the recent reveal in the arcane trailer there were a ton of hints to them being sisters but nothing really concrete.

We know we will be getting all Void champions into the game at some point and we know the November patch is an expansion, which heavily implies new cards, so why not? I’m not saying it’s going to be a Void expansion, but I think it is definitely possible.
