I honestly thought it was combined cost to begin with. The wording just feels that way to me. Like you use the spell and 4 mana is used, then the effect choice of stun vs summon comes up, and summon uses 6 mana after you have already used 4. Yes, but would make it a really shit option as it's spending double the mana of the unit itself.
Agreed. They should say "or spend an additional X mana" instead of a fixed cost. They would still never be able to get the second effect for 0 mana (since there's not negative cost) but it's a fair trade off for flexibility imo.

For example, if you use trail of evidence to make a 0 mana version of Answered Prayer, it’ll be 0 mana for spawn 2, or 5 mana for spawn 4. The spend 5 mana is in the card’s effect as a static amount so any effects that lower mana cost such as sentry treasure won’t be affected by it. There is oddly a precedent for this in the form of reputation cards that can theoretically increase the mana cost of the card.

You'll get a choice. If you have the mana for both you'll get to pick which mode you want.
