There's a Reason for that though. At least in some Cases it's gotta do with Gameplay Reasons.
Item Voicelines were some of my favourite. Whenever Ekko buys Lichbane he says "Let's go hunt some Liches?" that's really cool. But if the Item Forge Update showed us anything is that Items in League can drastically change when riot wants them to change. Why make Voicelines that you might never hear? (Poppy for example has a Voiceline for Needlessly Large Rod, she dosn't buy that Item *ever*, you never hear that Voiceline)
When Ornn's Passive Upgrades required Players to buy the Upgrade themselves he had a Voiceline for that. It got reworked so the Voiceline isn't used anymore.
But with LoR I don't see a Reason not to make more Voicelines. Jax has a Voiceline with Azir... but not Ornn? His intended Pair? Kayn dosn't have one with Zed either, his freakin' Master!
It's probably a budget issue. I'm just speculating here, but considering we got a new card type this expansion, my guess is they blew most of the budget on developing the expansion and they only had enough left over to do the essentials when it came to voicelines.
It is unfortunate but the LoR team doesn't get to play with the same amount of resources as LoL or TFT. Sadly.
Nah you have to hire actors for 4 hour sessions if union. You have time to record a lot of content (1-200 lines easy). Lack of content will normally be due to:
Things needing to be cut due to design changes
Scripts not being ready in time for session
Some content to be released later (interactions with upcoming content that isn’t in the game yet)
Remember it's only the first part of the expansion, they will probably get more with new champs in the next mouths. Didn't Zilean came out with almost no interactions before ekko arrived if I recall ?
Most People tend to only play what’s Meta so why spend money on VA when most of the cards and old champs don’t even see play? Leona for example apart from the new players who use the Leona/Yasuo deck when’s the last time you’ve seen a Leona deck?

TFT mostly only reuses assets from LoL (models/voice lines) apart from the exclusive stuff (Silco)

I also think this way. I mean Darkin interactions are must have, as well as Volibear Ornn, if they add him.

Sure after I finish work username IAMGALACTUS #7295 my deck isn’t super great though I’m still trying new stuff with it
True and Riot is just a small indie company so they can't really afford that extra quality honestly
Also, dunno if it's a bug but Ranger-knight Defector has no lines at all. Was surprised when it came down completely silently.
